How Does Bulk Billing Work?

Bulk billing is when a healthcare provider — such as a GP — accepts the Medicare benefit as full payment for a service. This means you pay nothing out of pocket. The doctor bills Medicare directly, and you simply present your Medicare card at the appointment.

Not all doctors bulk bill, and those who do may not bulk bill for every type of appointment. Some practices bulk bill only for concession card holders or children. It's always worth asking your clinic whether they bulk bill before your appointment.

What Is the Medicare Safety Net?

The Medicare Safety Net is designed to help Australians who have high out-of-pocket medical costs over a calendar year. Once your out-of-pocket costs reach a certain threshold, Medicare pays a higher rebate for subsequent eligible services for the rest of that year.

There Are Two Medicare Safety Nets:

The Pharmaceutical Benefits Scheme (PBS)

The PBS subsidises the cost of a wide range of prescription medicines for eligible Australians. With a valid prescription, you pay a government-set co-payment, which is significantly lower than the full price. Concession card holders pay an even lower co-payment. Once you reach the PBS Safety Net threshold in a calendar year, you may receive medicines for free or at a further reduced cost.

How to Enrol or Re-Enrol in Medicare

  1. Complete an enrolment form from a Medicare service centre or online via myGov.
  2. Provide proof of eligibility (Australian citizenship, permanent residency, or certain visa types).
  3. Present proof of identity documents.
  4. Your Medicare card will be mailed to you within a few weeks.

Managing Medicare Through myGov

You can link your Medicare account to myGov to access and manage your Medicare information online, including viewing your claim history, updating bank details for rebates, registering for the Safety Net, and accessing your immunisation history statement.

  • Always ask your GP or specialist if they bulk bill before booking.
  • Register all family members under the same Medicare card to combine Safety Net costs.
